Proctor Neighborhood Plan

ProctorThe City’s pilot Neighborhood Planning Program (NPP) provides enhanced planning and development support to help communities create strong, vibrant, and diverse neighborhoods.  


City Council identified the Proctor Neighborhood as a priority for the pilot year of the Neighborhood Planning Program. The Proctor NPP will focus on: 

  • Building neighborhood community 

  • Supporting a vibrant business district 

  • Preserving neighborhood livability

  • Promoting equitable development 

  • Celebrating place identity and history

  • Enhancing neighborhood sustainability

  • Community engagement for the future of the Cushman Adams Substation

For the purpose this

 plan, we are defining “neighborhood” as the Mixed-Use Center and the surrounding residential neighborhood. These boundaries may be adjusted during the planning process, but it is important to include public amenities (such as parks and schools) that service the core neighborhood. 

 

The Call: Get Involved, Stay Engaged! 

Neighborhood stakeholders, led by a stakeholder committee working closely with a consultant team, will determine the goals of the plan and assist with creating a roadmap for implementation. Please contact neighborhoodplanning@cityoftacoma.org if you’re interested in participating, fill out our form to share your interest in joining the Steering Group, or fill out our volunteer interest form. The only requirement is that you live, work, or spend substantial time in Proctor. 

 

Ways to get involved include: 

  • Share your feedback on our online engagement platform and interactive map 

  • Participate in events to learn more and share your feedback (see upcoming events below)

  • Volunteering to assist with surveys, leading outreach, hosting an event, or helping build connections with community members who prefer Spanish, Russian, Khmer, Vietnamese, Korean, Tagalog, ASL or other languages.  

Estimated Timeline

We will kick off the program in fall 2022 and anticipate completing the plan and starting the early implementation process within 12 to 18 months. 

 

Fall 2022: Neighborhood profile and outreach 

Winter: Evaluate existing conditions and propose recommendations 

Spring: Plan implementation and identify resources 

Summer 2023: Finalize plan and roadmap for implementation   

 

Project Funding 

The NPP will provide funding for technical support by a consultant team and some prioritized implementationMajor projects will be accomplished through partnerships between the City and its partners.
